To make changes to humane society law, to make humane society agents subject to bribery law, to establish procedures for the seizure and impoundment of certain animals and livestock, to make changes to animal euthanasia and animal seizure laws, and to re-enact provisions of law governing animal fighting and bestiality.

COMMENTS

The relevant changes in this bill clarify that the humane society's purpose is to prevent cruelty to animals by deleting references regarding prevention of cruelty to children, a historical focus of the humane society.

COMMENTS

HB33 is similar to HB533 in the 132nd GA in that provisions of this bill require the report of animal abuse by child protective services workers and to establish animal control officers as mandated reporters of child abuse. Unlike HB533, this version does not include requirements for PCSAs to notify the Armed Services when a member is being investigated for alleged child abuse or neglect.

SCHOOL SAFETY TRAINING

To enact the "Safety and Violence Education Students (SAVE Students) Act" regarding school security and youth suicide awareness education and training, to specify which public schools are eligible for school safety training grants, to establish, for fiscal year 2021, a pilot program to provide additional funding for students enrolled in grades eight through twelve in certain internet- or computer-based community schools in which a majority of the students were enrolled in a dropout prevention and recovery program for the 2019-2020 school year, to earmark an appropriation, and to declare an emergency.
